Vaccination Certificate - Censor Logs (EXPOSUREAPP-7097) (#3173)

* Implemented CertificateQrCodeCensor + CertificateQrCodeCensorTest also added setup calls in places where logging data is generated

* Adjust censoring to allow for multiple datasets.

* Simplify censor data gathering.
