Fix the submission with zero keys (EXPOSUREAPP-1742) (#990) 


* No submission possible (EXPOSUREAPP-1742)

1. sets the LocalData values to emulate jey submission.

* Logic improvement after code review

* WorkSchedular stopped after submission

* Improved logic

* pipeline fix - removed unused import

* logic simplified based on review
