* Implemented the opportunity to use ExposureDetectionTracker without identifier

* Old provideDiagnosisKeys = NO-OP

* clean

* maxLength clean

* refactoring and extension function

* adjusted wording

* Throw UnsupportedOperationException in ENFClient in case

* ktlint clean

* fix tests for now

* commented out Exception temporarily

* adjusted enfTest -wip, throw unsupportedOperationException
